NZEI Survey on Principal and Teacher Health and Wellbeing (an individual Board cannot address these matters, they are system matters but please check out this information as it is highly relevant - the first conclusion stated by NZEI is: The most significant - and unsurprising - finding is that both school leaders and teachers report significant job strain and associated negative health impacts that far exceed the general population and are more significant for female school leaders)

Learning Support Procedures - evidence for this: check our "learning support" in our curriculum document - All students below expectation are closely monitored, goals, actions and next steps are set termly by the teacher and support prioritised and allocated.  For English Language Learners we have implemented a new system of "front-loading" curriculum vocabulary.  This works on the premise that our ELLs can be fluent in social English but still lag behind in academic language.  Since implementing this in 2018 0% of our ELLs were at or above the national norms in science and in 2019 67% are at our above.  The Board has funded reading books for ELLs and we have an exceptionally gifted ELL teacher aide who is loved and respected by the children of all ages (this matters).

Appointments Process
There tend to be a few appointments every year.   We use the Catholic Education Office contract for teaching staff which includes our special character component.  We always check the requirements for the appropriate committee and make sure it is made up of the right people.  Referees are checked and recorded.  We are careful when advertising to include the correct wording for the Catholic component.  Tagged position allocation is closely monitored and all tagged positions go to the diocese for approval.  All applicants are followed up after a decision is made.

Principal's appraisal has still not been set for 2020 but is being followed up now.

Staff have returned to our overall curriculum plan for the year and updated what we will be able to do.  We were scheduled to work on our Arts curriculum towards the end of term 1 and report on that now.  That has not happened due to Covid 19.    The Board review schedule will be revised.

PRINCIPAL'S REPORT & Matters Arising

Principal's Delegation
Move that the Board delegates the following responsibilities to the principal:
  • The day-to-day curriculum and resource management of the school and the achievement of the Government's key achievement areas and requirements as specified in official educational  policy documents;
  • The implementation of any other requirements specified by Act of Parliament, the Secretary of Education, any other permanent head of a Government department and for individual and collective employment contracts;
  • Approval of any orders for goods and services provided such an order will not exceed the Board approved budget allocation for the expenditure item involved;
  • Transfers to at-call deposits of amounts less than $5,000 and for periods less than 12 months;
  • Ordering fixed assets for which the capital expenditure has the prior approval of the Board, or fall within the asset replacement budget;
  • The appointment of relieving, casual staff and support staff provided such appointment is within the budget allocation for this particular person and provided this delegation is not given to any other staff member;
  • Communication with parents, officials, representatives of educational organisations and other firms and organisations with whom the Principal deals as part of their curriculum and resource management responsibilities;

Budget 2020 - Move that Board accepts the Budget in draft form to be confirmed at the next meeting when the actual Operations, high health and ESOL Grants are known.
Staff wellbeing survey - paper copies will be distributed.  Update.  In committee.

For our annual report, statement of financial position the Board moves:
That the Board approves the inclusion of a budget for the 2019 Statement of Financial Position and a budgeted Cash flow which are derived from the Board's 2019 operating and capital purchases budgets.

So that the Principal and Board Chair can sign the Statement of Responsibility for the Annual Report:
The Board authorises the Board Chairperson and Principal to sign the Statement of Responsibility for the 2019 Annual Accounts on the Board's behalf when confirmation is received that the audit has been completed.

- Principal's Report December 2019 - Assurance - will be unpacked at meeting -
Move that we accept the principal's report including finance, personnel, health and safety and property reports.

Move to delegate choosing quotes to a board member if a conflict of interest for principal
Move to using some of the property money to fix hall door, subdivide boys' toilets with an entrance from hall and frame out the division in girls' toilets in order to create storage space for sports equipment.
